CEPQM Measures

CEPQM Measure Development Process

The Agency for Health Care Research and Quality (AHRQ) and the Centers for Medicare & Medicaid Services (CMS) defined measurement priorities through a multi-stage process involving public and expert input and then assigned measures for the Centers of Excellence (CoEs) to develop and test.  AHRQ/CMS assigned the first round of measures to the CoEs in May 2011, with each of the CoEs receiving two or three distinct measures. The first two measures assigned to CEPQM are: 

  • Consumer Assessment of Healthcare Providers and Systems Hospital Survey - Child Version (Child HCAHPS)
  • Pediatric Readmissions: 30-day All-Condition and 30-day Lower Respiratory Infection Readmission Measures

AHRQ/CMS assigned the following second round measures to CEPQM in Feb 2012:

  • Adolescent Assessment of Preparation for Transition (ADAPT) to Adult-Focused Health Care SurveyPreparation for Transition from Adolescent-focused to Adult-focused Care
  • Claims-based Identification of Children with Disabilities 
  • Global Assessment of Pediatric Patient Safety 

For each assigned measure, CEPQM forms a working group of content, clinical, and methodologic experts to lead the process of development and testing.  Specific consideration is given to the validity, feasibility, understandability, and actionability of the final measure specifications and the ability of the measure to evaluate disparities in care.
