Helping Kids Get Mental Health Services
Boston Bar Teams Up with Children's Hospital to Publish Guide
In what is believed to be a first in the nation initiative, the Boston Bar Association, with support from Children's Hospital Boston, today published the How-To Guide to Children's Mental Health Services in Massachusetts. Written from an advocacy perspective, this comprehensive guide is a direct response to a key finding of the BBA Children's Mental Health Task Force: Parents often complain that they do not know where to turn when their children begin to exhibit mental illness, because the system is confusing and there is no written guide to help them navigate it.

''We began this project after hearing deeply troubling news reports of children and adolescents forced to wait in emergency rooms and hospitals without mental health services because appropriate treatment facilities are full,'' said Michael Blau, Editor-in-Chief of the Guide, and a nationally recognized healthcare attorney practicing at the law firm of McDermott Will & Emery LLP. ''We also learned that families with children in need of mental health services face widespread problems of access to services, funding for services, coordination of services, and responsibility for care. We then dedicated ourselves to helping parents navigate the mental health system to obtain the services they need for their children.''

According to a study by the U.S. Department of Health and Human Services, fewer than 20 per cent of children with mental illness receive the treatment they need. The Centers for Disease Control and Prevention have reported that suicide is the second leading cause of death for young people ages 15-24 in Massachusetts.

The Guide is intended to be an easy to use reference tool for families in need of mental health services, pediatricians, other primary care providers, emergency physicians, schools, public agencies, and human and social service agencies and providers. The Guide includes:

  • How to access child mental health screening and assessment services;
  • A description of available child mental health services and programs by funding source (public and private);
  • Contact information for categories of programs and services;
  • Eligibility information for public programs and services.

Early intervention is key,'' said James Mandell, MD, President and Chief Executive Officer of Children's Hospital Boston. ''Every day we see children in our emergency room who have not been able to access the mental health services they need. Our goal is to help parents avoid reaching that crisis point, and to help children have better outcomes. By improving parental knowledge of how the mental health system works and how to advocate within it, we can collectively make a real difference in children's health and well-being.''

The BBA Children's Mental Health Task Force began in the spring of 2001 - at the suggestion of the BBA Health Law Section's Social Action Committee - and is co-chaired by Michael Blau, Michele Garvin and Joshua Greenberg. The Task Force consists of some 60 members, representing every perspective relevant to the subject of children's mental health. Among its members are leaders of state agencies, individuals representing the courts, academia, and the Legislature, as well as health care providers, payors, and advocates for children.
