Over-referrals are always acceptable and are expected when using a “screen” rather than a thorough evaluation. The “over-referred” patient may, in fact, be high risk.
Children referred for further evaluation on the PEDS who then do not have a disability still tend to perform below average academically and on language and intelligence measures. These patients may benefit from Head Start, quality day care, after-school tutoring, and summer school.
